It is expected they are kept by the road contractor that covers the area, namely Emcon Services. All records are for 12/18/2017 in relation to a motor vehicle accident that occurred in that segment at approximately 11:40 am until approximately 2:00 pm; any records related to a request for a flagger to the location of the accident and any reports prepared by the flagger; any records related to any request for plowing and/or sanding to the location of the accident and any report prepared by the plow/sanding operator; any records related to general plowing/sanding of the highway on 12/18/2017 that cover the relevant segment including any reports prepared by the plow/sanding operator; any records related to reports as to the condition of the highway on 12/18/2017 that cover the relevant segment.
