FOI Request - TRA-2021-14711 The Dawson Creek RCMP police file notes the MVA location as 237 RD / HWY 97, Farmington: Ministry documents which identify the investigation, recommendations, and determination of minimum safety requirements for winter highway maintenance, including snow and ice removal, and the determination of which recommended requirements were to be included in the highway maintenance contract requirements issued for tender/bid by the Ministry prior to the MVA; Ministry specifications for highway maintenance in the area of the MVA generally and specifically with respect to the weather conditions applicable on November 7, 2017; The highway maintenance contract, including all amendments and addenda, in place as of November 7, 2017 for the location of the MVA; All correspondence between the Ministry and highway maintenance contractor regarding failures to maintain the highway in the vicinity of the MVA as per contract specifications during calendar year 2017; Failure to maintain the highway in the vicinity of the MVA as per contract specifications specifically in response to the MVA; Penalties assessed by the Ministry against the highway maintenance contractor with respect to failures to maintain the highway to Ministry specifications with respect to either of the preceding two subparagraphs; Contract rectification protocols implemented by the Ministry against the highway maintenance contractor in response to either of the failures identified in subparagraphs a and b above; Post MVA inspections conducted by the Ministry with respect to determining cause or contributing factors of the MVA, whether related to breach of the maintenance highway contract or otherwise including all logbooks, correspondence, and similar documents; A copy of the highway maintenance log book applicable for the date of the MVA.
